Is the violinist playing the Sibelius a very big name ( Mutter Vengerov etc )or in the second level ( Little, Ehnes etc )

Oh dear! I'm not very well up in violinist ranking, and would not like to disparage anyone.
This person is not listed in the Presto Artists (Violinist) list, but has in fact recorded the work, one of very few recordings that come up when the name is entered and searched.
So I think you would say second level.

Have just Googled and discovered that a new role awaits this person from this September, as a Principal Guest Conductor.

Well, it's not difficult to surmise then that the violinist in question is Julian Rachlin, as he becomes principal guest conductor of the Royal Northern Sinfonia in September 2015, in parallel with Lars Vogt becoming music director.

But there is a mildly subtle way that you can confirm the various earlier bits of harder speculation (rather than wish-lists) for this summer's Proms, as follows:

(a) Refer to a particular past post that mentioned specific info
(b) Put a + or - next to that number to confirm (+) or deny (-).

Math symbols do have their use outside of math :) .

But here is one other item to add to the mix, namely Fabio Luisi, Nikolaj Znaider, and the DR Symfoniorkestret (Danish National Symphony Orchestra) at The Proms on August 20, with Carl Nielsen's Symphony No. 2 (The Four Temperaments) and the Brahms Violin Concerto. The original source that I traced was a fellow named Jens Cornelius on Twitter here, which in turn traces to this article:

Isn't Little Ehnes one of the villages in North Norfolk that vinteuil is going to visit? I don't think he'll be very happy to discover it's "second level"!
