Streamed music hiccups today

Is anyone else getting this issue today? Streamed music - iPlayer, internet radio e.g. http://www.classicalkusc.org/stream/listen.html, Youtube - all seems to be affected by a stuttering, hiccuppy playback making it unlistenable-to today.

Apparently it's not everywhere e.g. Throppers says

Not in the Val d'Oise.

but others in France say they have a problem too.
