Following up the alert on Platform 3, I have now progressed slightly further with Ventura.
Observations here are "probably" correct, but since they only happen once or twice during startup and configuration it's hard to be more definite.
Regarding software updates - these seem to require acceptance of the new conditions for iCloud. I don't particularly want to use iCloud, but the moment I accepted the conditions, the updates to programs I have installed appeared.
I shall continue to try to keep iCloud turned off whenever possible.
Apple seem to have made changes to Mail. Whether they are really necessary or not - or useful - I can't yet say, but starting Mail will initiate some form of complete Library "upgrade" and restructuring. This takes time - seemingly a long time.
I expected the splash page to update automatically - previously I had a picture of Catalina Island. This may not happen automatically now, so if you want a fancy background - or even a simple one - you may have to sort that out yourself explicitly.
