Today we tried to improve the wi-fi system in our house. To aid this I invoked Netspot, which I've used a lot before. It didn't work straight off with Catalina - the reason being given in this web site - https://www.netspotapp.com/help/enab...macos-netspot/ This seems yet another "reason" which is totally specious. It is an arbitrary part of the functionality of MacOS - I can see no reason why my trying to map out my own wi-fi should require my location to be made known to Apple.
The notion that this is "mandatory" - nope - that is dreadful. It's just another attempt to assert control and gather information about me and my activities which should be optional.
