Eine Alp, obvious comment, but have you tried the Yellow Pages? I'm near Tiverton, which is sort of Mid close to North Devon, and there are two listed in my Exeter Yellow Pages, one in Exeter and one in Totnes. The Totnes one is Torbay and South Hams Tuning and Repair, tel. 01803 782572

A quick google brings up at least half a dozen reputable looking tuners in and around Exeter/Sth Devon - shouldn't be hard to find one at least that passes Eine's rigorous selection criteria!
