One thing which does work quite well with the latest iPads is rotating and cropping photos - particularly rotating - in Photos. I can't comment on whether there is a (significant) quality loss, but at first glance this does seem to do the job well.
I find it odd that in many photo editing tools that rotation often only works in multiples of 90 degrees, but often a more useful rotation by finer increments can be found, hidden away under Crop. The way rotation is done may vary, with some tools changing the image size on rotation, and care needs to be taken to get the final crop done well.
