I repeat - you cannot upgrade to a sim/4G version, but you don't have to use the sim in a model which will take one. Personally I think it's false economy to try to save on the capability for connectivity, or on memory. However, I would advocate not intstalling a sim with a contract unless you are sure that you need it and/or can afford it.
One way of gaining 3G or 4G connectivity later is to use a so called mifi dongle, working on a network such as 3. These can be very useful, but they are just more gadgets to carry around. i come back to suggesting that if you ar going to spend more than £600 on an iPad that it is silly not to pay the extra for the 4G. Apple's pricing is such that basic models (16 Gbytes) are an expensive option in terms of memory for price paid, and the much vaunted iCloud as storage is really not a great idea, IMO. Apart from the connection costs, it's not always reliable unless you intend only to use those devices around your home, linked to your wifi.
