I just had reason to PM two different members on two different subjects. Before sending the second, I had to wait until 5 minutes after sending the first. Surely a 1 minute delay would be sufficient to put of spammers?

Seems reasonable. That's almost certainly the default setting. Will check.

Spammers ought not to be able to get anywhere near us.

This flooding parameter is controllable. So, we can either disable it or set a second message to be allowable only when all the seas run dry.

It was set for 3000 seconds. I've disabled it.

Human spammers, of course, can get in, Mark :)
