It sounds as though expectations at the comp had initially been too high rather than too low!
But what good would it have done to take them to see someone else doing what they'd failed to do? Surely what they needed was practical help long before it got to the stage where their musical had to be cancelled.
And I'm not sure funding doesn't play a part. When you can only afford people to teach the core subjects you've got to teach, you're very lucky if they happen to have the sorts of talent you need for organising and producing your school musicals as well.
I once taught in a state school which was renowned for the quality of its dramatic productions. It had a largely middle-class intake with (crucially) a lot of showbiz connexions. The school staff didn't have to do much.
