There is no capacity market, the generators are not paid for bringing firm capacity into the generation mix. And yes, we're so heavily subsidised, here and there, that no one's bringing new capacity in to the market unless they can strike a subsidy deal.

As for 're-engineering the European energy market': I quite agree. In the run-up to the next election Nick Clegg should make a public pledge to do that.It isn't given us to know those rare moments when people are wide open and the lightest touch can wither or heal. A moment too late and we can never reach them any more in this world.
