Hard to know how to legislate for it though. Down the years we'd always relied on ethics and, in the main, it worked - not these days matey!!

It's impossible to legislate for under the current system. It would be like turkeys voting for Christmas.

As you say, in the past we relied on ethics, which was OK up to a point. Nowadays the average Briton probably thinks ethics is a county to the NE of London.
