                        On my speed awareness course, our instructor, who was an ex-traffic officer, said that it is a dual carriageway if you wouldn't be able roll a tennis ball from one side of the road to the other, without it meeting some sort of physical barrier.

                          Edit, and thinking about it, it could be very distracting and dangerous. No wonder he was an EX traffic officer.
