Dual carriageways have to have a physical separation between the carriageways, so this is a dual carriageway:

On my speed awareness course, our instructor, who was an ex-traffic officer, said that it is a dual carriageway if you wouldn't be able roll a tennis ball from one side of the road to the other, without it meeting some sort of physical barrier.
