No point in fining a person here, a person there. Needs to be applied consistently, or not applied at all. Simple principle of fairness.
The whole point of fines is as a deterrent, so it doesn't really matter if not everyone who drops litter is fined; it's enough that people think they might be.

In north London 2 years ago I saw woman challenged and fined £80 for putting her cigarette out on the pavement in a busy shopping area. She had absolutely no idea that she was doing wrong. The guy stalked her. he could easily have told her not to do it as he clearly knew what she was about to do.
She was really upset and cried. I really felt for her.
How does that help in any way? £80 is a lot of money and people just don't know about it.
