          No, it was sort of a light-hearted suggestion which didn't really require thinking through :-)

                      Some people are capable of thinking and acting appropriately without being told how to do things , and having their minds changed,by all those fine upstanding politicians, who will , you can be sure, creating far more pollution from their own lifestyles than the average citizen.
                      Virtually all mainstream politicians support policies which encourage maximum economic growth, and associated waste, so one might see this policy as something like crocodile tears.

                      The friends of the earth also suspect that this is a distraction from the governments poor environmental record.
                      A 5p charge for plastic bags given out by supermarkets and large stores in England is to be introduced by the government in a bid to discourage their use.

                        but fewer plastic bags would seem to be a good thing IMV

                              I think my inclusion of the phrase 'availability of public transport' might cover that, though :-). A moped might be better than a 13-year-old Volvo when it's not 'full of gear' or people, perhaps

                                I think the phrase "This small step will do little to tackle the nation's huge waste mountain and can't disguise the government's woeful green record" doesn't suggest the move is a 'distraction', though - the FoE spokeman said it was 'welcome' news. Their criticism now would presumably be that it hasn't been introduced by the UK government.
