            It isn't given us to know those rare moments when people are wide open and the lightest touch can wither or heal. A moment too late and we can never reach them any more in this world.

                  I think you do need to clarify what you see as the difference between 'the government taking action' on these various aspects of people's lives and 'how they do it'. Examples?
                  It isn't given us to know those rare moments when people are wide open and the lightest touch can wither or heal. A moment too late and we can never reach them any more in this world.

                            If the thing is destroyed by direct reference use triangulation and so on
