        Absolutely. But giving rights to people doesn't necessarily mean you have to treat people as if they are the exactly same. This becomes obvious when people are not the same, but equal, as per the SSM question.

                  It's about how far we believe the state should involve itself in the lives of its citizens, and what that involvement should be, when it's agreed the state needs to be involved.

                            It's a good question. I'd probably snitch if I thought my neighbours had a bomb factory going, or were committing domestic abuse. Not if they were campaigning for a replacement as good as Bob Crow, or growing pot in their bathroom. But if they were playing Grand Funk Railroad or Snoopy Dogg at 2 am on full volume... <horror>

                                Without an example to give a context its a bit hard to discuss the concept

                                There are obvious limits to what the state should do
                                but what do YOU mean when you use the phrase "nanny state" ?
                                Do you think that we should let children starve because their parents make "bad choices" ?

                                The irony is often that those who complain about these things are often the most centralising and controlling of all
                                those on the "right" who want to tell women what clothes they are allowed to wear for example.
