Being 'puzzled' is a passive affair. If you get that exercised by them, you should join you local branch of the UKIP. I'm sure they have a similar set-up as the Conservative Association. You could lead the kids section for them. The Ukip youth & education spokesperson?

Do yourself a favour sonny-jim, have a bit of breakfast and some coffee, and think this through properly. Or, as I've said loud and long, stick the the music thing, which you're actually quite good at. Leave politics to older, more experienced people.

No, 60 councillors have signed it because it's the right thing to do.

I doubt that it's the only thing the council will do; & they are rather late in the day. But why did the UKIP councillors refuse to sign it - because they don't think that all residents should be treated the same?

It looks as if the main reason for the breakaway was a little more complicated: like the UKIP councillors being a rather diverse group. One notes that the Lincolnshire CC election which returned the 16 councillors had a particularly low turn-out - 26%.
