C'est lui? would be all you need say (At A-Level they'd have taught you Est-ce lui? but that seems formal/old-fashioned in current speech)

How on earth can you make these photos smaller?

Firstly, save the photo. Then use an 'image editing' programme on it, e.g. Photoshop, Paint Shop,
'Irfanview', 'Coffeecup' etc. This is exactly what you do when you create your avatar. Mine was about 30 times the size when I saved it, before I reduced its size.
