The idea is to incentivise efficient spectrum use [good idea inprinciple] by charging public service broadcasters for the spectrum they use at a rate determined by its opportunity cost - that means a price set by alternative users bidding higher. One variant of this could be to allocate PSB spectrum to users who have to bid for it, as they do now for the broadcasting programme licence.
We are still waiting for the CBA on DAB and now this which I would have thought is part and parcel of it. Why do they approach planning in such a piecemeal way!?!
