Basically, content is uploaded by anyone with something to upload.
At present, there may not be much there to hold R3 listeners' attention, but the "Classical" section may have some worthwhile items. The jazz and world music sections seem to be pap pretty much, but I guess quality might be improved, for example by uploading the links frequently posted in the Jazz forum!
