Building on flood plains leads to flooding risk. Flooding risk is paid for via insurance. That element of insurance is hence a tax.

It essentially re-names the tax that would have been paid under Governments with more social conscience on planning etc.

That does all seem a tad tenuous, Lat. How does a Government's stance on planning (not that central govt has much say in where local developments take place) link through to tax?

Insurance companies are saying that premiums on houses built on flood plains (& other vulnerable areas) will have to rise because the government has cut the amount of money for flood defences, breaking a deal with the insurance companies to charge lower premiums. It could be said that it's the responsibility of people who buy property vulnerable to flooding to pay the costs, rather than pass it on to all of us.
