It comes up from time to time in comedy things, possibly mostly American, and from what I have seen it is often a self statement on something someone has just done or said. It can be accompanied by a vocal "da-da" or "tra-da" or something along those lines. A sardonic "wasn't I smart or clever-clever, even a little obnoxiously so?", especially in a retort or a response to another's statement. "Consequently I should be on the stage for that "performance" and receiving applause". For some reason, The Big Bang Theory is in my mind when I write this but I wouldn't be very surprised if it had been in the likes of Friends. I would say that the leaning in the association is ever so slightly camp, irrespective of the gender of the person involved. It is also probably a reference back to Jolson et al. Jazz as a word is quite slangy more broadly for moving hands but I don't think it is necessary to go into greater detail here.

an expression that is meant to sound like a fanfare (= a short piece of music played to celebrate somebody/something important) So I took the test and ta-da! I passed first time!
