Why does it have to be a broadcaster? Lots of high-profile appointments go to people without previous experience in the relevant field - what did Phlip Hammond know about defence policy when he was suddenly moved from the Department for Transport?
Actually, the other Phil Hammond (the doctor and 'Countdown' regular) would make a good Health Secretary, leaving the current incumbent free to try his hand at 'updating' the BBC.
