someone who finished something that Roger started - Roger started something in 1969 which someone called Ivan finished in 1989. More accurately, Ivan was in at the finish, and it (the something) was named after a county to the East of London

The K in question is the wonderful Josef Krips
He was principal conductor of the four orchestras in the first line of the puzzle (the Vienna Symphony being the relevant Viennese one I think - though he also conducted the VPO).
It was his brother Henry, not Josef, who held the same post with the Adelaide SO (I had no idea! )
