                      No - I a violin E string!! It cannot be flattened in use as you cannot play a lower note on it. But you can play an open string on a violin.

                                I'm afraid I have to ask the obvious question. By "Italian quartet" do we mean a quartet composition by an Italian composer or an Italian performing ensemble (or neither of those)
