Tchaikovsky - Dance of the Snowflakes from the Nutcracker
Rimsky - Snow Maiden and Offenbach - Le voyage dans la lune which has Ballet des flocons de neige in Act III.

Tchaikovsky also wrote Winter Daydreams (Symphony 1) and, as you say, there may be other pieces with a snow theme.
