Netherlands was where I was looking. I don't think wikipedia has heard of this composer but I'm sure there are other places I can look. The 'surname' begins with E, is that right ?

found a cd on amazon of recorder music - 'Variations on The English Nightingale'
and 'Een Schots Lietjen' on "Classical Archives"

should have looked on Classical Archives first
