                      so, a living [or died this century] author [which might mean composer] born in Cornwall, who has written a 'miniature'
                      which is connected to a libretto (by a librettist/artist) which has been set twice

                      I can't immediately find any Cornish-born living [or died this century] composers

                      I wonder if I should be looking for an opera (or two) with a title beginning with Y - there can't be too many

                            Du Maurier wrote a lot of her stories about Cornwall and she lived there too but your stricture re dates uis probably right

                            Patrick Gale is a writer currently alive & writing & living in Cornwall. His novel Notes From An Exhibition is about a painter and her family in Cornwall and also features a cameo appearance from Barbara Hepworth.
