When you say early 19th...do you mean they were born then?

And is the capital D significant? As in a work with that in the title rather than someone who was demented?

Born and died in the first half of that century.

The capital D is significant. Yes, it relates to another work by the composer (this one is not the 19th century composer. There are 3 works of the same name by 3 different composers)

No, not this time. It relates to the first lines of the relevant work. But the nationality of the composer is correct.

wikipedia says Mendelssohn (1809-47) hated Hugo's Ruy Blas

Chabrier - Serenade de Ruy Blas - l'oiseau le plus tendre ???? - birds imitated in piano writing ??

EDIT - La Chanson des Lavandieres

              À quoi bon entendre
              Les oiseaux des bois?
              L'oiseau le plus tendre
              Chante dans ta voix.

Filippo Marchetti - La demente (1856) - Ruy Blas (1869)

phew !!! - I needed the additional clues before I could get started on that

The daughter of Iardanus was Omphale; Saint-Saens wrote Le Rouet d'Omphale, or The Spinning Wheel Of Omphale, the rouet being a spinning wheel that the queen and her maidens used hence revolutionary goings on?

The Transylvanian Spinning Room by Zoltan Kodaly.

Not keen on exploring dismembered feet, thanking you
