With the limited mental resources available during the working day, I've found no toe hold on this puzzle, save that there's a pub on Hope St in Liverpool called The Philharmonic.

No, very relevant, (hence the capital H in Hope....) Now who might have had many a chance for a drink there? (Assuming he was a drinking man: his charming demeanour and slight portliness suggest to me that he would have enjoyed a pint). My preamble might have provided some direction...
