Anna
I got as far as José José, the most successful Latin American singer (so wiki tells me) One of his big hits was Romantica. But cloughie says Jose, surname, has no accent. So I have no idea. Just saying I did have a go!

Having been round the world from Mexico to Spain to Africa, I find myself in Cornwall!
Richard J. Jose, countertenor born June 5th 1862 in Lanner, Cornwall, but lived in America. http://www.youtube.com/watch?v=c40Zhl6o3xE
Joseph Lanner (12 April 1801 – 14 April 1843) an Austrian composer: Die Romantiker Waltz, Op. 167
I assume the latter covers two of the three clues?Pacta sunt servanda !!!
