OK...let's join up the dots, if we can...
We have:
Métropolitain (on which one travels, for example, from Porte de Dauphine to Nation)
Laval (4-time French President)
Trois Rivieres (for example, Seine, Garonne and Dordogne)
What do these have in common, musically, in Quebec (where one of the official langauges is French)

Three Quebec orchestras: L'Orchestre Métropolitain, L'Orchestre Symphonique de Laval, and L'Orchestre Symphonique de Trois Rivières. I think Anna's Law has already been complied with, so it's over to you for the 'R' which we know you have ready for us.

I'm not well up on French politics. wikipedia describes Laval as President of the council of ministers. Is that the same as Prime Minister and not President of the Republic ? [an ignominious end to Laval but a name Canada thinks should be remembered ?]
I had an R ? oh yes, not at all cunning and I'm afraid you won't learn anything about Canada in the process

EDIT - I guess in one respect I suppose it depends where you do your rowing [which would be an unhelpful clue, best ignored]
