Yes, Pinafore as in the G & S opera. It's a reference to (indeed a phrase taken from) a well-known number from that work, which should provide you with an adjective that should then lead you to 'H'. (Information offered with nothing but good intentions).

Well, I was 'oping you'd reply "What, never?".

... just as well: I can't find a "Hardly Blues Festival" anywhere!

"Hail! men-o'-war's men ... I'm called Little Buttercup" I just thought I'd mention that from HMS Pinafore. Might try that in my set down at Brizzle Docks Coming late to the party, has anyone solved anything yet? I see there is a Blue Horizon blues fest at Hebden Bridge, but that's not relaunched (did you know Hebden Bridge is the lesbian capital of the UK?) Lots of composers come from Middlesbrough, cannot see any of them are salty sailors. Edit: I have absolutely no clue as to this puzzle

You need to look North and East of the UK, whistling, as you do, 'all the airs from that ....... nonsense Pinafore'.

Here's the whole script! But I'm no closer...

Gosh, I thought Captain Pugwash was bad!

DICK. Ah, it's a queer world!
RALPH. Dick Deadeye, I have no desire to press hardly on you, but such a revolutionary sentiment is enough to make an honest sailor shudder.
BOAT. My lads, our gallant captain has come on deck; let us greet him as so brave an officer and so gallant a seaman deserves.

                        Pacta sunt servanda !!!

And, the missing word is - infernal! Well, I guess that could describe the North East!! Something to do with infernal combustion engines .......... ?

Sorry about any confusion. To clarify matters:
The missing word from this phrase: 'And whistle all the airs from that ....... nonsense Pinafore' should set you on the Road to H.
