I take your point, but thats at least one department away. Allier, much less mountainous, is historically le Bourbonnais but was incorporated in the Auvergne Region in the 80s. Locals still refer to themselves as Bourbonnais.
(A guidebook contains the throwaway line "the dukes became quite important historically. They were the Bourbons, you may have heard of them.")
