My first recommendation to the Home Affairs Committee, would be that in riot situations, far from carrying CS gas , pepper spray and Tazer....THE POLICE SHOULD CARRY SMALL FIRE EXTINGUISHERS.....

It was interesting 2 weeks ago to see the responses to the riots relayed to a British TV reporter (CH4 IIRC) by black youth in Detroit and 'Frisco. To a man (sic) they were astonished to hear of people on this side of the Pond looting for fashion goods, and rather seeing themselves as battling on an issue of race, as opposed to consumer materialism.

Although the methodology looks to be decidedly dodgy, if we accept the overall implication of the impact of cuts on the lives of young people, this report/article may have something important to say.
Labour-commissioned survey shows 56% of Conservative or Lib Dem town halls have made cuts, and 41% of Labour councils
As an old head on wise shoulders () I'd add that this is certainly not new - Youth Services both voluntary sector and atatutorily-provided are always amongst the first things to be cut ... and frequently the most heavily too

As to the main thrust of your post, I presume that Coventry City Council subscribe to the school of thought which says that removing road markings, traffic lights, etc., means that all road users take more notice of what's going on around them, and are therefore more alert, rather than simply assuming that because they have the right of way, they can go. And I think that makes a lot of sense.Patriotism is supporting your country all the time, and your government when it deserves it.
