It may be useful to have an initial chat with the Police by webchat service or by phoning 101.

the old solution was roasting potatoes - well within the exhaust pipe - but planting them was always undiscussed.

I don't think these days it's so much that the council isn't interested as that they no longer have anyone to deal with such things. It comes with services such as environmental health, trading standards etc which have had to be cut just about to extinction to maintain funding for other services. The police service has also been cut so, as with so many other things(flytipping anyone?) the perpetrators know they can get away with it. It's false economy as prevention is better than cure and public nuisance causes damage to individuals and communities, but that's not the way things work these days it would seem.

The police decline has been going on for years now. About 15 years ago my daughter's very expensive flute was nicked, along with other things, from the back of our car. We went to our local police station (which has now been shut down, of course) and reported the theft. When asked what they were going to do about it, the PC sighed and pointed to a pile of paperwork saying there was 'no hope' of any investigation.

Petrushka, you have my sympathy. Where I used to live and sounds very similar to your location, we also had a similar problem. No interest from Council, Police etc. WE did have a very strong community spirit and we sorted the problem out for ourselves. Many (although probably the many never having suffered what you or we have) will 'tut tut'. But our solution was to wait ...with a rope lying across the road. They went elsewhere. Sorry any snowflakes but sometimes you have to dig your heels in. And yes, they could have been killed/maimed/blah/blah/blah but after three months of it and getting zero help from those who should, we'd had enough.
