      ... well, I surmised Need-driven Dementia-compromised Behaviour, but was unsure. It might have been Nuclear Depth Bomb or Non-Deductible Breakfast.

      It might depend whether UI was Urinary Incontinence or whether ISc was Incoming Scud missile...

                      How that fits with this https://www.gov.uk/government/public...mental-plan--3 ( see points 2.2 and 2.3) is difficult to understand. The Home Office appears to have gone rogue, and with official approval it would seem given the lack of action to address issues such as those in the article, let alone the likes of the Windrush injustice.

                        The item I linked to reports on experience and established Home Office practice. The June 2019 updated link you provided deals with claimed intensions. I know which I have more trust in.
