The growing number of people who use plastic bags to pick up their dog's poo and most probably as no bin is nearby then throw the poo filled bag down on the pavement.

Yes. And I wonder why? More chance of it not decomposing in the plastic. But why pick it up n the first place if you are going to throw it down again? We occasionally hang the bag on a tree or fence to save carrying it some distance, and then collect it on the way back. If it’s not there, then we feel extremely sheepish!
