Those were not 'representations', they were responses to the EU's public consultation, following representations, most notably from Finland - as I said earlier - and there was a public petition signed by the Finns. The Commission said that the matter of bi-annual alteration of the clocks had been brought up also on several other occasions. For that reason, the public consultation was held to sound out opinion, and the Council instructed the Commission to present proposals for decision by the Council and Parliament..
The fact that there was only a nugatory response to the consultation from the UK might have been because no steps were taken to publicise it in the UK.
