What is 'popular' here isn't necessarily popular with the general public. I mean, not necessarily I take popularist/populist to imply, insofar as it means appealing to 'ordinary people', appealing to as large a number of the population as possible. Every minority interest group will have common and more esoteric interests among themselves.
