However, I am as concerned about the lawfulness of any driver who accepts penalty points on behalf of another as I am of any driver who doesn't accept penalty points on his licence. Currently no one seems bothered by the former.

I'd be happy for the participants in such an attempt to pervert justice to be treated equally.
