Sorry - what is "hanging out washing" supposed to be "cracked up to be" in the first place? Isn't it like emptying the bins - an unpleasant but necessary chore? Has anyone ever suggested that hanging out the washing is a wonderful experience?
given that most people probably think it is a dull chore, I think it is all its cracked up to be, and more.
not the worst task on a decent day, which are the only days you tend to do it anyway.

Shouldn't that be "cracked down"? Doesn't "cracked up" suggest that something has a wonderful reputation? (To take your example, does anyone ever use the phrase "it's exactly what it's cracked up to be" and expect anyone else to understand that it's a terrible experience?)

If I say to you " Hanging out the washing is better than it is cracked up to be", it might be ( would be)outside the usual usage, but you would understand my meaning, I expect, even though we aren't discussing fine dining, or great music, or whatever.
And does "eating out" mean "eating outside" - in which case I agree that, in this country at least, it isn't at all the joyous experience that many people have claimed (from Ann in the Famous Five onwards).
"I always think …" said Ann.
"That food tastes much better outside," chorused Julian, Dick, George and Timmy the dog.
It isn't given us to know those rare moments when people are wide open and the lightest touch can wither or heal. A moment too late and we can never reach them any more in this world.
