How about Debussy Khamma (not sure how big its orchestra is)?
And Bartok Kossuth? That's certainly a big one: I have a miniature score and it's 3 fl , one doubling piccolo, 3 ob, cor anglais, 4 misc clt, 3 bsn, 4 trp players with apparently 8 instruments various, bass trumpet, 3 trb, 2 tenor tubas + tuba, 3 timps + 5 misc percussion, 2 hp, and strings 16+16+15+10+8. So 65 strings plus ~30 others. Not very surprising it don't get out much for 21 minutes'-worth - but I like it!
OOPS, missed out the 8 horns! How could I? So over 100 players, unless of course the finance director imposes some cutsI keep hitting the Escape key, but I'm still here!

I'm grappling with the living composer and see possibilities in Sallinen and Reimann (always assuming they are still with us!). Oh, oddly enough, that could give us three kings.
