But I think that jean means "forgotten by legislators"...

                    "o'ergotten"?

... or "misbegotten by legislators" perhaps
"...the isle is full of noises,
Sounds and sweet airs, that give delight and hurt not.
                    Sometimes a thousand twangling instruments
Will hum about mine ears, and sometime voices..."

That could so often be the case and indeed has so often been the case but, in this particular instance, we are in the realms not of the misbegotten but of the merely mistyped (and now duly corrected)!

Nothing that appears on this thread can have been forgotten totally; someone needs to have remembered it, to post it here.

"These are deep waters, Watson, deep waters... "

But I'm not really clear quite what 'that time forgot' might mean.

Only a sentient being has the potential to 'forget' ; 'Time', whatever it is, is not a sentient being.

Is it just an orotund way of saying - "Things which some of us may have forgotten, things which have fallen out of use but which some of us remember" ?

Have you never heard of metaphor?

... or perhaps even Personification - 'Old Father Time'

Is it a live metaphor? Not sure what it adds; in what way it enriches here.
