Currently I live in Scotland and we have an electricity provider, but no gas as there is no network piped connection, so we rely on oil - or if we can get a system installed soon enough - heat pumps.

Is the intention that electricity bills will get an offset or only "obvious" heat fuel providers - such as gas suppliers? Also, is this supposed to be a UK wide refund - or just England, or England and Wales?
A lot of good questions in recent posts and as per usual HMG / Ofgem show no sign of having answers or indeed having thought the schem through in detail. I would guess from my past dealings that the discount will be applied/given, in a manner to be decided by the electricity supplier, to the electricity bill/monthly direct debit - even if the charge is less than £66 …..
Remember many millions of energy customers still take their gas from BG and electricity from what their local electricity board has now become. So if you get billed for electricity you get 400 notes or discount.
OOO’s points on prepayment vouchers etc. are, as ever, very well made.
To me the different treatments of MDD and Receipt of Bill customers are just plain wrong but were probably asked for by the suppliers as their MDD processes are much more solid than their often late or nonexistent billing charges - and thus they get their Rishi dollars quicker. However …. what is to stop some bandit from Bristol cancelling her MDD on 31 March 2023 and disappearing into the Quantock Hills with £400 from Rishi in their bank account …. ????

Just had an email from my supplier saying that my DD for October will be £46, to include the government discount for October.

Whilst energy is capped it will still be higher from 1 October than it was before - so I assume get your meter reading done on 30 Sep ?

Basically, yes, but it appears that most suppliers will allow some leeway, due the mess created the last time, with sites crashing due to the number attempting to send their reading on the day. See https://www.moneysavingexpert.com/ut...-need-to-know/

Well I've been sent a total for the amount I will be expected to pay, but a whole figure rather than broken down into monthly direct debits, so come Oct 25 I am going to have to be at the ready to ensure I don't go into "debit" thereby incurring a fine. I'm willing to bet a lot of people will get caught out that way.

Thanks Bryn but I doubt if that is totally accurate - but then what is in this shambles …… Mr Lewis says EDF will accept readings taken on 30/09/2022 for 7 days after. As our smart meter is bust - for the 3rd time - I need to submit a reading but the EDF reading input screen has nowhere, that I can see, to enter the date of the reading. So unless EDF are going to assume all readings they receive up to 7/10/2022 were taken on 30/09/2022 we, the much put upon customers, can lose out.
Interesting that they seem to advise people with smart meters to also submit readings …… indicative of how well it’s all going I would say …..

Still, IMVVHO, the wrong way to do it - this is not reducing your energy charges just swelling your Cayman Islands account ….. more champagne and caviar then ….

My account is in credit and I have a smart meter. I leave the rest to them. They clearly know they don't have to raise my DD this month. Each month they give me my estimated cost for the coming year (gas and electricity) so I can work out on that basis what a monthly DD will be. I have credit of approximately one month's DD on the new estimate. After that we shall just have to see.

Not exactly a Cayman Islands account - just a way of saving up to pay future energy bills. It's akin to the Coop's prepayments scheme to allow us poorer members of society to pay for our Christmas turkey crown. Not sure who gets the caviar and champagne …

Well if the energy companies are keeping their windfalls while the taxpayer funds the energy payments then someone is going to be able to indulge the Cayman Islands/champagne and caviar slap in the face.

Thanks for letting me know, anton. Might just send a reading - apparently one does not have to rush into doing this by the end of today, according to one of those experts who seem to be being brought on daily to deliver advice on this that and the other at the moment: she said companies will be giving leeway to submit readings after Oct 1.
