Rachmaninoff was born (in 1873) in the family estate in the village of Semyonovo, near Staraya Russa, Novgorod Governorate.
He wrote several concertos, and I'm sure we could find a gentleman from each of Vienna and Thuringia (JSB?) who also did, but I doubt that the C stands for Concerto somehow!

Yes, that was as far as I got. I was looking at Christmas for the C, but can only see one connection - to the German gentleman
