Why is Radio 3 still on 160 kbps Joint Stereo at 20:21 on Palm Sunday?

The EBU Concerts are on air, yet Radio 3 is being broadcast on the inferior bit rate of 160 kbps Joint Stereo at 20:23 on Palm Sunday, Why? Surely quality is of utmost importance?

It's shocking really. We had much better quality on FM in the 1970s.
