    I don't think so. Sunset in London, for instance gets steadily later from earlier in December:

    Dec 15th - 15:51
    Dec 21st - 15:53
    Dec 31st - 16:01
    Jan 21st - 16:30
    Jan 31st - 16:48

      It shows it's the other way around: Sunset wil be later, but also does sunrise for a couple of days, making the days longer but less then you would expect.

      Earliest sunset is on 12 December or 13 December. Latest sunrise is on 30 December or 31 December.
