One should always demand money be returned for what one has paid for but not received, excluding gambling, of course. I think one should make a point of principle on this, even where the prospect of legitimate return is not realised.
It isn't given us to know those rare moments when people are wide open and the lightest touch can wither or heal. A moment too late and we can never reach them any more in this world.
You always do with the BBC so have no option if you are to keep your street cred.
I've learned the various cases in which, allegedly, the Freedom of Information Act 2000 does not apply to the BBC too :-)

Thank you for your recent enquiry on the xxxxx regarding some Rail Travel Vouchers.
I can confirm that you can pay for anyone’s ticket as the rail travel vouchers, they don’t have any names on and they can be used with any train operator also.
Hopefully that policy will continue for a while, even after the ECML gets taken over by Virgin/Stagecoach, and may also apply with other operators.
Might mean that if one gets vouchers in lieu of "proper" payment they can be "sold" on to friends who might be able to use them.
However, not everyone uses trains - in fact many people never go on them, so this strategy - if needed - might not work for everyone.
